Coast Guard completes analysis of product from San Pablo Bay Sheen

SAN FRANCISCO — The Coast Guard completed its analysis of the oil samples collected during the San Pablo Bay Sheen Event that occurred Sept. 20.The Coast Guard Marine Safety Lab's analysis of the product found in the San Pablo Bay matched the light Arabian crude oil cargo being transferred from the vessel Yamuna Spirit to the Phillips 66 refinery in Rodeo.The Coast Guard conducted an extensive investigation of fuel transfer points both aboard the Yamuna Spirit and at the Phillips 66 facility to identify the source of the sheen found in San Pablo Bay but could not determine whether the product originated from the Yamuna Spirit or from the Phillips 66 facility. Based on these findings, the Coast Guard will apply spill-related responsibility jointly to the vessel and the facility to recover federal related response costs.After a thorough investigation and expanded examinations of all the ship's cargo systems, the Yamuna Spirit was allowed to complete supervised cargo transfer operations and depart the port.

The Coast Guard could find no conclusive determination for the cause of the odor experienced in Vallejo the night of Sept. 20.
